State and Trends of the Carbon Market 2008
Approaching the end of the fi rst year of the Kyoto Protocol’s first commitment period, it may be instructive to take stock of the global carbon market and assess the activity spurred by the Protocol. Point Carbon estimates that the world’s carbon market exchanged 1.84 billion tonnes (Gt) CO2 equivalent (CO2e) in the fi rst half (H1) of 2008. This is up 56% on the same period last year, during which 1.2 Gt traded. World GHG markets were worth €38 billion in H1 2008 (US$59 billion). Total market value was up 41 percent on H1 2007. Th ese volume and value numbers suggest a weighted average world carbon price of €20.61 ($32.25) per tonne CO2e. Point Carbon counts transactions under all mandatory GHG trading markets with active trading, including the EU ETS, CDM and JI markets. Also included are Australia’s existing New South Wales greenhouse gas abatement scheme (GGAS), the Alberta provincial emissions trading system in Canada and the forward markets in the forthcoming US based RGGI (from 2009) and federal Australian ETS (from 2010).

In a year that the need for future action to reduce the risks of climate change has figured prominently on the international agenda, a variety of approaches are being  implemented to reduce carbon emissions. These range from efforts by individuals and firms to reduce their climate footprints to initiatives at city, state, regional and global levels. Among these are the commitments of governments to reduce emissions through the 1992 UN Framework Convention on Climate Change and its 1997 Kyoto Protocol, and Europe’s carbon constraint for electricity generators and industry under the European Union Emissions Trading Scheme (EU ETS). The carbon markets are a prominent part of the response to climate change and have an opportunity to demonstrate that they can be a credible and central tool for future climate mitigation.

State and Trends of the Carbon Market 2006
To provide an overview of recent developments at the carbon market the World Bank and IETA annually publish the study "State and Trends of the Carbon Markets". The objective of this year´s study is to get a representative sense of the activity of the carbon markets, their evolution over time up to April 2006, and sketch what is seen as the likely trends in the future.
The study is organized as follows: Section 2 describes the structure and main segments of the carbon market. Section 3 explains the methodology that was followed to conduct the analysis. Section 4 focuses on allowance markets, and particularly on the EU ETS. Section 5 focuses on project-based transactions, and particularly on the CDM and JI projects. In section 6 the major trends are presented.

State and Trends of the Carbon Market 2005
The carbon market encompasses both the generation of emission reductions (ERs) through project-based transactions where a buyer purchases ERs from a project that produces measurable reductions in greenhouse gases (GHG), and trading of GHG emissions allowances allocated under existing (or upcoming) cap-and-trade regimes such as the European Emissions Trading Scheme (EU ETS). This study reviews the state and trends of the carbon market as of May 2005.

Survey on the essential contents of all European national allocation plans (NAPs)
The German Emissions Trading Authority (DEHSt) at the Federal Environmental Agency, in co-operation with Fraunhofer ISI and Öko-Institut, made a structured short survey on the essential contents of all European national allocation plans (NAPs). The information provided shows the commonness and differences of the individual member states’ approaches. It supplies an urgent need for information on the further development of the European Union’s Emissions Trading Scheme (EU ETS).
The report may play an instructive role in the debate on the need and possible scale of harmonisation within the EU ETS. The information provided is a necessary prerequisite for the discussion on the scheme’s further development. Even if the accuracy of all single specifications cannot be guaranteed, at present this document is the most reliable and up-to-date overview of the EU ETS publicly available.

Report on Progress in Creating the Internal Gas and Electricity Market in Europe
It is now seven years since the first electricity Directive and over five years since the first gas Directive3 came into force in which markets were partially opened to competition. The Commission has been monitoring these markets on an annual basis since the first "benchmarking" report in 2001. These reports, culminating in this document, as well as the submissions from regulators, demonstrate that, although some progress is being made in developing competition, and that some important benefits have been realised in terms of increased efficiency, the picture is extremely variable. In some cases developments are positive; in many others progress is slow, and in some instances there does not seem to have been any advance at all. In summary, the idea of a single market for electricity and gas is far from being realised.

Position paper on technical questions of the Monitoring and Reporting Guidelines
To discuss numerous issues concerning the implementation of the Monitoring Guidelines in Germany, a joint DEHSt/Länder team was set up. Its aim is to ensure that the requirements laid down in the Monitoring Guidelines are implemented in a uniform manner in Germany. So far, it has not been pos-sible to treat aspects of the reporting of emissions – the form and content of emission reports, elec-tronic reporting format – and their verification.
